2002 22' seapro is the boat.

#1 Livewell doesn't work. At higher speeds, the water will flow thru but its a trickle. It doesn't pump like it should. Don't know anything about it but it should just be a quick replacement of the pump right? How? Suggestions? Tips?

2. Bilge pump fuse pops, this could be quite problematic given the wrong circumstances? Troubleshoot? Replace? Repair? How? Help?

Find the livewell pump and see if you can replace just the "head" or motor on the top of the pump. It will have the 2 wires going into it. Some of them twist and come off and some have tabs on the side to push in to remove the motor.

Find the bulge pump, remove it and see if the impeller is stuck. If so, replace. Very easy to do.

Does the fuse pop as soon as you try to turn it on or after a few minutes of run time etc? This will help you determine if it is in the pump or wires a basic ohm check between the two wires going to the bilge pump will ensure that the wires are not shorted together.

With that statement alone......I'd be looking for a blockage in the hose.
I should be ramming all kinds of water in there.

Pop the bilge pump off it's mount and see if there is some debris in there that is locking it up first.
