Im no mechanic although I have replaced the waterpumps on my small outboards. The water should start to pump out almost immediately when you crank the motor. Check the exit hole to make sure it has not clogged with something and check the exhaust port to see if anything is coming out of it.

most motors have a thermostat and reach operateing temp before it come out the pee hole. have a friend with a yammy 150 and it doesn't do well with a muffler on the lower unit, but pumps fine in the water. also like mentioned above make sure a dirt dobber aint made a home or a piece of sand isn't in it.
