I would check the solenoid. There are two one for up and one for down.

 

Will it be located under the cowling ?

 

If the pump motor is running when operating the switch in both direction, up/down, the relays are ok. Try opening the manual release valve located at the bottom of the pump. The should be a 1/2 inch hole on one side of the mount bracket. Use a wide blade screwdriver to open it. Let the motor down and then cycle the switch up and down for a dew seconds. The n close the manual valve and see if it works ok then.

 

This worked.

I have no idea why it worked, but it did.

normally yes you should be able to see it from the side, ie would be visible when the motor is down also. Be careful it release the lock and the motor will move down. If you cab raise the motor after you lower it and shut the valve, then it is the solenoid

 

If you decide to swap the solenoids to check them put them both back in. They are double poled and it will not work with only one installed. They are located under the cal on the back of the motor. About 1 inch cubes.
