Go to User CP on the left of the tool bar > look to the left under Your Control Panel > go down to Settings and Options and click on Edit Options > scroll down to Messaging and Notifications and make sure you have Enable PM's checked.

If you're using a smart phone, you need to go to user cp as well. For some reason, the little pm window that pops up at the top of this screen doesn't acknowledge itself...at least on my phone. Took forever to figure that out.
