Is fishing for snapper and grouper in the bay any different than offshore regarding bait, tackle, and method? By bay I mean Choctawhatchee Bay specifically but I'm asking the question in general. I don't think the fish are in the bays in the same numbers but it would give me something to do on days when I can't make the trip offshore because of time, weather, etc.

Put your favorite rig out the back to troll, then watch your bottom machine in 15'+ depths, preferably within a mile or so of the pass. When you see a blip, Stop/Drop/Reel.

Live bait works best for me. The fish will be spookier in shallow, so keep your boat noise down.

Naby, just east of Crab Island about 3/4 mile in 18-20 ft of water (toward Joe's Bayou) there were some granite boulders that locals rolled off a barge that was parked there when they were repairing the jetties in East pass. I've caught grouper, red snapper, triggers, and large black sea bass there, but it's been a few years back. Might be silted in - might not.

Anyway, it would be a good place to start.
