Does anyone know how the oil slick would effect an outboard's cooling system? Not that i would run through the slick on purpose, but if you were to inadvertantly run through some, would the oil clog up your motor?

My logic:

Only if it was very thick or if they had added the chemical for breaking up the oil, the oil float on top of the water and your water pickup is few inchbelow the top of the water. Washing the boat and outboard going to be a job.

If they use the chemical for breaking up the oil, it may cause problem with all your rubber parts andpossibly the fiberglass and paint.

They will probably close the waters to recreational boats in the near future anyway, so you won't have to worry about it.
