Troll a diving lure (stretch) on a downrigger? It seems like it might not swim right?

I have never tried, but...

I would imagine the increased resistance of the lure due to "digging in" would cause it to continually pull out of the down-rigger release clip...

I am sure there is a way...but I imagine that being a problem possibly.

You can but as mentioned above, it's hard to keep them in a clip. You would need to use like 2 #64 rubber bands to make it work. When the line takes off, it will cut the rubber bands. You might be good with one but two would be what I would use.
