Default Out of state military

Is it legal to sell a pistol to someone in the military stationed on eglin although they have an out of state id?

I would assume so, their orders make them a resident of Florida.

Looks like the ATF says its ok as long as its their permanent duty station.

As long as they are PCS'd to Florida they are legal residents of the state.

Only permanent change of station, PCS, is legal.

They can be stationed at Eglin on temporary duty. If they do not have PCS orders they are not residents of Florida. TDY/TAD is not a resident of Florida.
