Default Triggerfish limit question

I have a question about the triggerfish limit. Federal regulations state that the limit is 2 per person. It also says they fall in the 20 aggregate reef fish category. Does that mean I can catch 20 reef fish but only 2 of them can be triggers? I haven't started law school yet so some of these explanations if these regulations are confusing to me.

The sad part is the 14 inch fork limit. When we bring a trigger up from 200+ ft they don't blow out their stomach through their mouth like a snapper, but about 50% blow their intestines through their a#& hole. So a 13.5 inch trigger may have a death sentence if he's caught at at depth. This would be a great fish to start keeping the first two fish caught of that species. You can change bait/hook size to stop targeting the triggers once the two are caught. At least make the size limit down to 12 inch. We already have the 2 fish limit to control over catching. Just common sense....which powers to be show a lack of.
