Default shallow reef quesion?

been thinking, i fish out of destin always and don't normally catch cigar minnows but these shad looking fish.They also die easily,so we dont have live bait.



I wonder if i could catch some cigars on the shallower reefs?

the baits you are catching will stay alive in bigger tank need alot of fresh water,also cigars are normally there make sure to drop sabiki all the way to bottom.when you see the big cloud of bait on your finderis the bait your catching the little marks you see on bottom that is cigars.
