Default No Fall RS Season and Shorter 2012 Season Projected

The NMFS has declared that rec fishermen exceeded their rs quota for 2011; thus there will not be a fall season and the 2012 season will likely be even shorter than the 2011 season. Again we are subject to total BS from the NMFS. The NMFS claims that this situation is due to the avg size of the rs in their dock surveys increasing to over 6#.
In complaining to your senators, representatives and local officials please note the real issues. NMFS claims that these ridiculous regs and short seasons are due to the reauthorization of the Magnuson-Stevens Act - not really true. This act does mandate the NMFS to stop overfishing for all species but it does not set the stock assessments and allowable catch quotas for each species. NMFS defines the target stock biomass to "rebuild" each species too and the allowable catch quota that each species can handle without beinbg overfished. For rs the NMFS has set the rebuilding target at an unattainably high level and set the allowable catch well below what the stock can handle, so we get ridiculously low quotas and short seasons. The NMFS regs on rs have far exceeded the point of diminising returns. No matter what rs data NMFS puts into "their" model the result is more regulation and shorter season. Ex: Few rs and/or small rs = stock in trouble so more regs and shorter season. More rs and/or larger rs = quota is met sooner so more regs and shorter season. There is no case in their current model for relaxing regs and longer season.
In addition to this rs BS, we are getting the beginnings of their assault on our AJ and grouper fishing.

Just in, In 2013 you will only be able to keep 1/2 of a snapper due to the 11lb average size. A even number of people must be on the boat that way no fish will be wasted.

The state just needs to open their season again. They cannot shorter the federal season any shorter than it is. From what I understand that is why the went inline was to prevent a complete closure of federal waters. And if the state opens their season I will only catch snapper in state waters.
