Default Fishing Regulations

Guys, can anyone point me in the direction of the best resource to truly understand why the regulations are so ridiculous. I have heard all of the normal talk:

ex: "They lump us in with the rest of the country and don't consider local fisheries"

ex "The Fed regulators and tree huggers want to screw all fishermen"

ex "The states will not deviate from Fed regs", etc, etc, etc, etc

My question is how to find the best resource to educate myself as to who does the research, who makes the calls on regs, and why states can't/won't additional bag limits in state waters. Obviously, It has been trending down for years. I would take 2 state and 2 federal for snapper any day of the week, now. I remember when I thought that was bad. It is just really frustrating when you have a snapper season this short and weather prevents you from going out for a third straight week. Combine that with massive reduction of concurrent seasons and and they have really messed this thing up. My hope is that nobody goes out in VERY poor conditions just b/c the season is so limited. You would think regs like these might produce som bad judgement calls. Anyone with expertise or resources regarding this would be appreciated.

Thank you. Just to clarify, I am not looking for info on the regulations and limits. Unfortunately, I am acutely aware of those. I am looking for resources regarding who makes the regs and how. I would also like the any input as to state involvement or latitude to change their state rules.

I work for the Gulf Council (we are responsible for making the federal regulations in the Gulf) I have a few resources that you might find useful.
