Default Wheeleez balloon tires (help)!!

Just picked up a used set of wheeleez 30cm balloon tires for my fish n mate jr surf cart, when I spin the wheels, I can actually hear the bearings and there's a pretty bad drag on the them, are they supposed to be smooth, or do I need to replace them because they are shot. Don't really know what to expect from them being used. Any info would be appreciated.

Just spray them down good with WD40 that'll probably fix it. Saltwater probably got in there & made a little surface rust. Spray em real good & you'll see the rust come out.

are they rubbing the frame of your cart?... Might need a longer axle with the different wheels...

Haven't got a new axle yet for them, they said I need a 36 inch axle for these tires, is that correct?
