Default White trout at Garcon??

I have fished the winter white trout at Three Mile. I know how thick they stack up there. My in-laws recently bought a house on 399 about 8 miles from Garcon. They want to fish, but are not very experienced. Do the white trout stack up in the winter at Garcon like they do at Three mile? I ran by there the other day and poked around for a half hour. i did not mark any schools and did not catch any using my Gulp and jighead. I saw a bait fisherman put one in the boat, but just one. It was a neap tide, but the water was moving well - flowing out - when i was there. Anhy help would be appreciated. Feel free to PM if you do want to advertise.

me and my son hammered them there a couple of weeks ago and some whiting. They were off the bridge a bit to the east-caught most of them about 100 feet off the bridge in about 18-22 feet of water I believe. we did not mark any fish on the graph, just started fishing gulps, cut bait etc.
