Default Water around NAS

My Garmin shows some restricted areas around NAS. I have been avoiding but I see other boats running and fishing close to the base. Is it OK? Would love to know the rules.

Thanks

The buoys mark the exclusion zones and you can’t come between them and the shore. Boats do it all the time but you usually get chased out by FWC, the base security police or the Navy boats. I’ve been chased off by all three over the years.
