Default Saw Tarpon in the surf this morning

Understand thread-fin herring are the bait of choice. Where is the best place to catch or buy? If thread fin are not available, what's the best alternative ( live or artificial)?

Skipjacks (ladyfish) is the best I've seen, but they don't stay alive very long. And don't think any of them are too big for tarpon - they're not!
