Default pompano in the bay

hey guys I was fishing right at sunset in east bay in panama city. Caught a few keeper trout and to my suprise we caught a pompano. Is this rare in the bays? I thought pompano was something you catch surf fishing the gulf. How big do they have to be to keep them? Thanks for any info.

It's not common but certainly not unheard of. In the last 3 or 4 years I've caught 2 in big lagoon and a +4 lb one in Pensacola Bay. All of them caught on top water. I'm not sure of the current size limit.

Couple of years ago,I caught one on a top water near Callaway bayou.
