Default Practice Run for the Escambia EOC

I hope the County's Emergency Management Team and the Emergency Operations Center can learn from their mistakes this last week. Seems like every decision they made just complicated the decision-making process for citizens.

They ordered an evacuation of the islands so pre-maturely that no one with half a brain would heed it.

They shut down school for 3 days, creating child care issues that exacerbate storm planning.

They stated that no changes would take place in ECUA trash pickup...we only found out on the Key that they made a trash run on Monday through the Coconut Telegraph.

They announced yesterday that they would shut off our water and sewer at 10 pm last night, a course of action that has never been done before with no explanation of why.

While you definately can't make a plan for every eventuality you can at least have a pre-determined decision matrix that is published well in advance so the decisions of the county do not add to the fog of uncertainty leading up to a storm.

Unfortunately, I have no faith that the leadership will do a self-critical hot-wash on this event and improve their processes. Instead I have to add a Desalinaton Capability to my Hurricane Plan, because I now know one more thing I cannot count on the government for.
