Default It Should Have Been Easy

Trim/Tilt actuator replacement. Yamaha 200 SX. Bolts are accessible, but won't come out no matter how many turns I make. How long are those suckers? Their loose, just don't come out all the way

The metal insert is spinning inside the plastic case. Taken case out, had to disconnect all connection ( God help me). Trying to figure out how to get the bolt out
