If you are talking a veggie garden, I'd worry about the chemicals (creosote?) leaching out?

I wouldn't.

The rate at which the creosote would leach out would be well below any risk-based health level. You would get about 10,000x more creosote exposure from that charbroiled steak you just took off the grill.
