Default Panhandling Law....

Why would Pensacola/Escambia County be worried about the ACLU and the law that keeps the panhandlers off the streets? I travel some and I have NEVER seen it like it is here (is there another place as bad as it is here?)... why is that? I notice when I go to Dallas, McKinney, Allan, and other parts of Texas that there is no one on the corners?

Their latest gimmick, is having a little dog on a leash to extend the appeal to dog lovers.
More than once I've offered to take them up on the "will work for food" sign and they always decline.

Downtown Atlanta is the worst (though they are friendly and offer directions, especially to strip clubs).

Portland, Oregon and Seattle, Washington, and Anchorage, Alaska (believe it or not) all a close second.

Honolulu, HI is fifth. but worst for hookers (Japanese clientele I guess, but they allow them in front of nice hotels)

Pensacola is WAY down my list... they hold up signs at street corners, distracting, but not intrusive.

New York City is actually not bad nowadays.

I was in Tallahassee about a year ago there was a bum on the side of the off ramp . His sign read I'm not going to lie i just want beer . I gave him $20 bucks so he could get a case It was the first time i ever gave some one money like that but i mean how could i not give the man money when he was being so honest . Yea most will not work if you offer them work they just want money . When i use to do counter tops i use to carry bread and sandwich meat and would offer to give them a couple sandwich and they decline . Makes me wonder how much these people actually make from there hand outs ?

by my house on 9 mile they say they have run out of gas and carry a gas can, only none of them have a car.

The only reason so many are here is because there is a greater number of sympathetic people.
People that feel guilty about their sins and think that giving money to them is akin to going to confession once a week.
If so many people were not willing to hand out cash to them, they would not be jere.
And no law would be needed.
I doubt that they fear a law that will give them a few days of comfort and real food 24/7 when they do not pay a fine.

dogs for appeal ,kids,,,i have seen these people on cell phones and ,cars when their shift is over.. they protect their hot spots,,
