From what I understand, he's just saying Arizona in paticular but all states need to work on upholding the current laws and close loopholes that allow illegal sales.

Similar to what Obama is saying to the people, and Arizona in particular, about upholding existing immigration laws and securing the borders to prevent illegal immigration?

There are NO LOOPHOLES... There are NO LOOPHOLES that allow unauthorized persons to buy guns... They are not allowed to buy guns and if they do, it is them that is breaking the law...

I read this as a typical gun control comment - what reasonable person could possibly object to closer watch over who gets guns?...
My take is that to accomplish what he is asking would take more laws, tighter controls, having medical records available for screening before gun purchases allowed, etc. And these restrictions could easily be tied to PTS sydrome or other combat zone afflections.
We have plenty of laws on the books to address the issue. Too many - need to review and remove conflicting laws on the different levels (Fed, State, Local) before even talking about new ones. But that is the rational thing to do, The knee jerk reaction is to add more meaningless laws that can't be enforced for whatever reason.
All for enforcement of reasonable laws but need to review with the legistrators what reasonable means.
