Never heard a bad word about any ruger gun. I own several, and love them. (Not the Mini14 tho)

I've heard good things about the Kel Tec pistols, nothing about the rifles. Sorry.

I wouldn't own or carry a Keltec if you gave it to me.

Ruger is a solid piece.

Ruger blows the kel-tec out of the water. The mini 14 has proven itself over the years. Like the 10-22 there is endless upgrades you can do to one also.

Here's a link to an review done about the kel-tec. http://www.gunblast.com/KelTec-SU16.htm

I didn't read it so I don't know what the findings were. But in my personal opinion, I would go with the Mini-14. A lot of guys I knew when I was in the AF had them and loved them. The only thing I know about kel-tec is that it's the gun of choice for gang bangers and crack heads.
