His name is Bob Munden. http://www.bobmunden.com/
I've seen him in person, as good as the video.

Bob Munden has been around a long time. Not only is he lightning fast, he hits what he aims at.
I was watching a show a couple of months ago called Super Humans and he was on there. They had a scientist hook up electrodes to him and hook him up to a computer so they had a scan when he drew and fired. The guy said he has done the same things with rattlesnakes and Bob Munden is faster.
He did one demo where they put a balloon on his right and one on his left. When he drew and fired, it sounded like one shot but both balloons burst.
His services are also in big demand as a gunsmith. He tunes up single actions and also (I believe) 1911s.
I believe he's pushing 60 now.

I've seen him so many times, I didn't bother to look at the video.
Funny thing. I was looking at a gun forum a couple of weeks ago and somebody posted a youtube video of some punk with a Glock in a kydex holster. The title was "Bob Munden's got nothing on me." You can imagine what it was. The kid was embarrassing himself.
