Put the electric fence on the OP's property.
Not the dog owners property.

To OP, unless your far enough north in the county, there are leash laws.

If your in the no leash laws area then get you some chickens.
Let the dogs kill a couple.
Then the pack of dogs are targeted as a problem and not allowed to free roam.

I had a dog-in-the-garbage problem. I took 4 pieces of 4' long 2" pvc pipe and used hog panel pieces to make an elevated platform with hog panel sides. Hooked it up to my fence charger. Never ever had any garbage pulled out after this.

Thanks everyone. Some excellent ideas. Love the pet bear but I think I will try the air horn 1st and move toward the ammonia and pepper spray. Thanks again.

Sprinkling a heavy coat of ground red pepper also works well to keep dogs from digging holes and getting into garbage.

Had a friend that checked meters for gulf power and he said he carried a can of wasp/bee spray that was made to spray a distance. Havent never used it as I prefer to spray lead at roaming animals but it should be cheap enough to give it a try.
