Default state line fishing rules

I am (like I hope many are) planning on fishing at the Flora-Bama Fishing rodeo in June. Their rules state that the Red Drum category will follow Alabama rules, however one of the weigh in points is at the Flora-Bama Yacht Club, which is in Florida. Here was my question and their reply - is this correct? I though possession was the rule.
---
I am hoping this gets pass along: If you bring a Alabama rule red drum of 16" to the Yacht club, which is in the state of Florida, you will be entering an illegal fish. Florida rules of possession are 17" -27".

Flora-Bama Fishing Rodeo It's perfectly legal to catch an Alabama Slot Red Drum in Alabama then weigh it in our tournament.

FWC states 18-27". I think no matter where you catch it you must adhere to Alabama regs but do not surpass Florida regs as far as length and bag limit.

If you are fishing Florida just abide by their rules but don't go under or just above to meet Alabama regs. Stay between 18-26" on reds and you will be fine.

Or to make it easy just fish Bama side.
