It does bother me because who wants to swim where there are a bunch of fish heads floating by? I can live with natural die off but why throw fish carcases into inshore waters.

Lol well I fish the pier regardless of having to deal with shiffer brains. Actually last week when I was on the pier the only problem there was surfers decided to hang out at the end of the pier within casting distance. I had half a blue fish on and I was praying a spinner shark would eat it and jump right next to them.
