Default Panama City Beach - best time for calm surf

We always go in early June and it's red flag most days. We're bringing kayaks and I want to take them offshore.
Do the conditions get better in July or early August?

It all depends on the weather the day you plan to go and the preceding 2-3 days...

If rough the day you want to go, why not kayak St Andrews Bay?

When I was a kid living over there, it was usually any day that I put my surfboard on top of my '67 Mustang and headed to the jetties.

Oh yeah, we've brought them in the past and kayak the bay or the lagoon around the state park. I've been able to get offshore one time while there and just didn't know if there was a better time of year for more consistent calm days.
