Don't know about permitting, but it's easily done with a gas slush pump in a washtub with inner tube. Hose the dirt up on your bank, or behind the seawall.
Curdog is right on with his mud pump idea. I kept mine open by blowing it with the boat. Everytime I had a water pump that was getting close to time for changing, I blew crap out of my slip. Kinda muddied up the water a bit, though. Probably get in trouble these days but my slip was always plenty deep on low tide.
Don't even need a pump. Get a big air compressor and a piece of 8 or 10 inch diameter pvc about 12 ft long. Introduce air into the bottom and you got a hell of a suction dredge. You just keep the pvc at an angle in the direction you want the sand to be moved to. Hose clamps to hold the valve and nozzle in the bottom end.
I used one of these on and off for 30 years at Runyans shipyard to keep the 3 marine railways uncovered. Must have a big CFM air compressor. The rising expanding air causes a vaccumn suction and the sand gets sucked up with it.
