I've never seen them in the surf (because I don't surf fish much), but they're always inshore over grass beds. Wherever you think you'd find Specks, you'll probably find ladyfish too. A school of them will cause a small commotion on the surface, they make a distinct fluttering sound with their tails when they're feeding. I seem to always catch them on a jighead with any soft plastic attached, they aren't too picky about color, flavor, or even hook size. Since you're already surf fishing, I recommending cutting them up and using them as bait to catch something more desirable, I'm sure something out there will eat them.
