No, You can only sell Reef fish with a SPL with RS and a Federal Reef Permit. An SPL with RS only covers Non Reef Fish. The federal reef Permits have a moratorium on them and can only be purchased from a current holder at quite an expense like upwards of $5000. Then the regulations on the FRP are a mile long.
