I used my hunting camp house in Alabama to declare residency a couple of years ago. It was incredibly easy, all I had to do was simply give them my new address. I did not have to prove with a bill or anything else. I got the AL drivers license, and after holding it for 90 days, I applied for and received the lifetime license. After I got the license, I simply returned to FL. I was a resident of Florida when I filed my annual taxes, and I did NOT have to pay taxes for AL. The cost of the license was like 1000, but that was for all game, saltwater and freshwater fishing. The license is good forever, even if you move out of state.
