If I am fishing on some hard bottom, what is the best chum to use and how deep should I but it?  I was looking for some mangrove or mingos.  I am catching plenty of red snapper and it is sad having to throw so many back.

try chumming with bonita and use small circle hooks......also you can allways pick up some pogies......

get two pre-made bags of chum from wal-mart, put one on the bottom with your anchor, and keep the other one at the surface.

If you want mingos try fishing a little higher in the column.  Take it off the bottom and it will help eliminate some of the snapper.
