wanting to know when is a good time to go down to destin or panama city to go catch some tuna and some pelagic fish

Federal waters are closed until further notice, so pelagics and tuna are probably a real long shot. You might even have a better chance of winning the lottery, slim as it may be.

If there was really any chance of Federal waters opening back up, it would have happened this week after the winds blew the oil west for the past 14 days and the closest oil is 130 miles from PC pass. Obivously there is really no motivation for NOAA to reopen any waters and the oil spill makes a convenient excuse. It is pretty frustrating because there does not seem to be a bit of science involved in these closures.You might find some blackfin/wahoo/dolphin south of St. George Island/Apalach in the open federal waters south of there, but those guys typically head SW towards our direction and deeper water when they are chasing pelagics...
