Just decide the lowest depth you want your bait to get down to and just tie the balloon on the line at that depth. Don't really need to cast because wind/current will do all of that work for you. If I have a lot of current going out the back of the boat then I won't even worry about the ballon, but if the wind is in your favor I will put one on to combat the bait going under the boat.

I have trouble keeping the balloon to stay at depth sometimes so I'll make a loop in my line and tie the balloon around two passes of line arranged so that if it gets enough pull it will pull straight. I've tried it out by hand but never had a fish big enough to pull the loop out. This may not be a great idea as pulling the loop out could stress the line, but no problems yet. I would not do it on line less than 20#.

I'd be happy to hear how others keep the balloon from sliding on the line.
