Default HMS permits

I bought a high migratory species permit ($20.00) I know this covers the boat. My question is "Does this permit also cover my 2 sons if I am not on the boat? Will they have to get thier own permits?

It goes with the boat. Does not matter who is on it.

Yes, look at the permit. It is for the boat. Just don't make the mistake the other way. It is not good if you have the permit but are on someone else's boat.
