Default Gulf Fish Farms?

What do you guys think about this article in the MS Press Register(south MS local paper). I think it could benefit fishing in a lot of ways but using oil rigs for structure could pose problems for fishing around the rigs. I'm not sure about all the logistics but could be good. They do something like this already for speckled trout in south MS, they raised them on land and release the hatchlingsand it seems to have help catches.
