Scorpion Fish( I think) and yes the pliers are a good idea. They do have venom glands in their dorsal fins.

Scorpion. Very similar to a deep sea angler except without the lantern on there head. Venomous,like gonna kill ya man or at the very least make ya not feel so good for a few days. Bad,don't touch,pliers are good!
