Default Closed Season?

With all the closed seasons, and all ofthe great minds that figure them out, why are they not more in line with closing the Peak spawning season of species commercially and recreationally to increase populations. Just wondering?

Wouldnt it make sense to let all those fish spawn and then have a larger limit and longer season than catching them when they are spawning?
