Default lot's of SMALL flounders?

went fishing at a very well known spot today, caught a limit of black snapper and threw 3x as many back.... plus about 15 slot redfish (kept 1)

but the real funny thing, there were flounder EVERYWHERE!... i mean, every single cast, you could litterally look down and see 3-4 fighting for the bait... but most were small, 10-12 inches, what's up with that?... i swear, i must have caught at least 45, and that's a very coservative estimate.... has anyone else been having trouble finding legal flounder lately???

the slot reds were stacked in there too, after i went through 3 packs of gulps, (flounder and reds) i caught a little jack crevalle and cut 'em into strips, put 'em on a jighead and continued to massacre EVERYTHING!
