Can you legally go between docks in the bays or is this private property??

If I understand it correctly, the water is public property up to the mean high tide line. Docks themselves are private property. You can fish around and right up to them, but getting on them would be considered tresspassing.

As long as you dont get on the pier you can camp out under it in your boat if you choose.
