i found a few around the octagon pier by bobsykes early last week

With the cool water your best bet is to find sheltered areas with dark muddy bottom.General area like tidal creeks, bayous, canals will hold mullet during the winter months. If you let us know where you're located maybe everyone can chime in some locations closer to you.
