You run the hook into the side and out the top or thru the eye and come out by the first leg. The shells aren't very hard. A hook will penetrate it easily.

I find them all over the bay. Seems like anywhere there is sea grass growing right at the waters edge. I'd start looking around areas that have large tidal flats. They are super common so you shouldn't have problems. just remember it has to be fairly warm out and close to low tide.
In a pinch you can also use crabs that are hiding under shallow barnacles and oyster shells. Small blue crabs work great as well.
Try putting a crab on a 3/8 ounce lead head jig for pompano, talk about fun.
