So today I noticed at idle one of my outboards was spitting out water thought the little exhaust vent above the water line and bubbling from the intake vents at the lower unit. the other one was not doing this at all. Now it was peeing fine and wile running it was doing everything just like the other engine. any ideas?

Absolutely nothing to worry about. Water will and won't come out the above water line exhaust port. Bubbles will and will not come out the exhaust port below the water line. The exhaust and water decide the outlet they are gonna use "path of least resistance". If you rev the engine, the exhaust will come out below the water line as back pressure overwhelms above water port.
