What is the problem with vehicles using the left lane? Only on limited access roads with the preponderance of exits to the right or on roadways with signage stating "Slower traffic keep right" is it required. For any other roads, the left lane is a regular travel lane. NOT A PASSING LANE!!! It is advisable to make way to the left lane early enough to prepare for entering the left turn lane so those behind you are not put in a bind by a person entering later and braking immediately...

Well, I will tell you that I just got back from a trip where I drove from here to north of NYC and back. Not once did I run into a circumstance where I was in the left hand lane and had to pass a slower vehicle on the right until I got back to Pensacola driving down I10. Almost 48 hours of driving and the only dumbass in the whole trip driving in the left hand lane going slow was here...
