My report claims the aircraft in question carried a bomb "without it's fissionable core". In effect it is no longer a nuclear weapon. It was simply an unarmed conventional weapon.

The services will sometimes carry dummy bombs WITHOUT the fissionable core for training purposes and to ensure everything else in the bomb works as advertised.
