White trout fall into this regulation from FWC:

For species that do not have an established bag limit, more than 100 pounds or two fish per harvester per day (whichever is greater), is considered commercial quantities.

So you must have a Commercial Saltwater Products License if you entend to keep more than 100 lbs of white trout.
