I'm NO expert, but my guess is you've got water in the cylinder... so the piston cannot move. Pull the spark plug, empty the water, empty the gas tank,change the oil. Pull the cord with the plug out Keep pulling for 10 minutes, replace the spark plug, add some gasand try to start it up. These motors are pretty simple and as long as you don't let the water sit in the cylinder you should be ok.
