You don't have to have impact resistant windows, but they do have to meet the 140 mph wind code. If money is an issue - and with 22 windows it may be - you can install hurricane shutters or plywood in lieu of the impact glass. Generally, on houses we build, we suggest shutters to protect the expensive glass in impact windows. The glass will break, but won't shatter so you're then faced with replacement glass that's almost as much as the window. The Fabric Shield shutters are pretty darned cool and easy to store/install.
